After following bio energy actors in the university, I found three patterns which have been used by each actor that I followed. The first one, use a top-down approach to extend his network by modulates its impact to the government. The second, extend his network by using a network approach; start from existing interest by make an association with the technology adopter, government, mass media, NGO, and the third, use a bottom-up approach. The actor which use bottom-up approach, start it network by seeing market demand, and try to fulfill it.
By performing ANT, I found that the first approach doesn’t run well. The actor network that has been initiate by the scientist and government suddenly broke when their stop a symbolic events, such as holding an expedition, ceremony or a declaration. Another weakness of this approach is about authority. The team that has been pointed by the President doesn’t have a power to influence other government institutions. The scientist that has been included to make bio energy development concept in the beginning, doesn’t continue his modulation to the government, and choose to extend his network to the industry and make a science institution abroad.
The second one, modulate his knowledge by using the association. The actor impact of this modulation can be seen by seeing the association position that became a Lembaga Sertifikasi Produk Bio Diesel, a standardization institution which has an authorization to point rather a bio diesel product can enter the market or not. Actor which used the third approach is success by developing bio mass reactor in village area. The government involvement in his action is only as a consumer.
