In January 2006, the government initiated a presidential instruction about provision and use of biofuel as alternative energy source. The instruction addressed to 13 government institutions and regional government on biofuel supply and utilization as an alternative energy. As a supporting team, the presidential instruction also followed by the Presidential Decree No.10/2006 on National Team on Biofuel Development. The National Team goals are to make a blueprint, roadmap, and recommendation which can support presidential instruction.
The blueprint which has been made includes a huge change. The change is based on Presidential Decree No.5/2006 which targeted the energy mix for renewable energy reach 17% in 2025, with composition as follows: 5% for biofuel, 5% for geothermal, 5% for biomass, nuclear, hydro, solar, wind, and 2% for coal liquefaction. To reach the 5% biofuel, the government has allocated millions hectare to be transformed into the raw materials for energy.
A huge effort with a huge dream also. As stated by SBY in Losari(01/07), “We have to launch “New Deal” to create jobs, and to rescue the suffering from the crisis (which is partially caused by wrong approach, wrong prescription and wrong policies), including the weakening of the purchasing power because of fuel price increase. We have to bring hope to our people, and free them from fear and insecurity for their future.”
Well, seeing how the discourse arises, the biofuel development in Indonesia is not only a matter of infrastructure and things which have to fulfilled in order to success, but it also became a myth, how biofuel development is the answer of everything.
