Ever heard about upstream and down stream metaphor? According to Vincenti(1990), standard, rules, and regulation, which often directives from upstream or downstream, are largely static, can become outdated, and can fail to apply clearly to dynamic and changing research and development(R&D) process and contexts. In order to avoid those weaknesses, we can partite those two stream by introducing the middle stream which have a role as a mediator and gives feedback to the other stream.
The middle stream is occupied by the R&D institutions which gives recommendations to the upstream which occupied by the government and the downstream which occupied by the adopters of technology. The idea of partition by introducing the midstream can be continued by repeat the process in order to make the model more precise. In mathematics, the partition process with a certain scale occurs when dealing with consistency and convergence. If the partition consistent in a fixed interval than by showing that the partition is valid for each point, we can say that the system/equation is convergent.
In social area, especially using midstream modulation, consistency is maintained by using feedback system which preserves the system keep in a tolerance limit.
